What the federation actually does
When a participating provider has a call for a number served by another participating provider, the federation can identify the serving member and deliver the call through the federation instead of an ordinary wholesale path. Calls that are not eligible remain on the provider’s normal route.
Members register the customer destinations they serve and agree to receive through the federation. They do not publish termination routes, and the federation is not an anonymous termination vendor — it is a shared peering and policy boundary.
Where this is going
SIP is the starting point, not the ceiling.
Phone numbers remain useful public addresses and are not going away. The longer-term ambition is that portable, verified identities can become an additional, interoperable address type — specified in the open and governed by members rather than by a single vendor.
